Job Title: Assistant Superintendent, QHSE
Department: Quality, Health, Safety & Environment (QHSE)
Reporting To: QHSE Manager / Marine Superintendent
Location: Chennai
Desired Qualification and Experience:
- Chief officer with sailing experience on Tanker or Gas or Bulk Carrier Vessels.
- Currently work into QHSE Department has shore experience of 1 year + can also apply for this role.
Job Summary:
The Assistant Superintendent (QHSE) will be a key member of the shore-based QHSE team, responsible for supporting and enhancing the safe, efficient, and compliant operations of Companies fleet. This role primarily focuses on the implementation, monitoring, and improvement of the company's Safety Management System (SMS) and ensuring adherence to international maritime regulations and company policies. The ideal candidate will leverage their extensive Chief Officer experience to bring a practical, shipboard perspective to shore-based QHSE initiatives.
Key Responsibilities:
Safety Management System (SMS) Oversight:
Assist in the development, implementation, and continuous improvement of the company's SMS in line with ISM Code, ISO standards (e.g., ISO 9001, ISO 14001, ISO 45001), and other relevant regulations.
Support the QHSE Manager in maintaining the company's DOC (Document of Compliance) and other necessary certifications.
Review and analyze shipboard safety reports, near-misses, and incidents, identifying root causes and recommending corrective and preventive actions.
Ensure effective closure of audit findings and inspection deficiencies.
Vessel Inspections & Audits:
Conduct regular vessel visits, internal audits (ISM, ISPS, MLC), and safety inspections to ensure compliance with company policies, international regulations, and industry best practices.
Prepare vessels for external audits (e.g., SIRE, CDI, PSC) and vetting inspections, working closely with ship staff to address any identified deficiencies.
Evaluate the effectiveness of safety equipment, procedures, and crew competency on board.
Incident Investigation & Reporting:
Participate in and lead incident and near-miss investigations, applying robust root cause analysis techniques.
Prepare detailed incident reports, track corrective actions, and disseminate lessons learned across the fleet.
Contribute to the development of safety bulletins and alerts based on incident trends.
Risk Management:
Assist in the identification, assessment, and mitigation of risks associated with maritime operations.
Review and approve risk assessments and management of change processes for shipboard activities.
Contribute to contingency planning and emergency preparedness initiatives.
Training & Awareness:
Support the development and delivery of QHSE training programs for both shore-based and shipboard personnel.
Promote a strong safety culture throughout the organization, emphasizing proactive safety behaviors and environmental stewardship.
Stay updated with new regulations, industry standards, and technological advancements in QHSE and disseminate relevant information to the fleet.
Documentation & Compliance:
Maintain and update QHSE documentation, manuals, and procedures.
Ensure all statutory and class requirements related to QHSE are met.
Liaise with flag states, classification societies, and other regulatory bodies as required.
Operational Support:
Provide expert guidance and support to ship crews and other departments on QHSE matters.
Collaborate with technical and crewing teams to ensure QHSE aspects are integrated into all operational processes.
Assist in the procurement of safety-related equipment and services, ensuring compliance with standards.
Qualifications & Experience:
Chief Officer looking for shore job can apply for this role.
Sailing Experience: Minimum of 1 years of sailing experience as a Chief Officer on oil/chemical tankers, bulk carriers, container ships
Certifications: Valid STCW Chief Officer CoC (II/2) or higher.
Shore-Based Experience: While not strictly mandatory, prior shore-based experience in a marine operations, technical, or QHSE role is highly desirable.
Knowledge:
In-depth knowledge of international maritime regulations, including ISM Code, ISPS Code, MARPOL, SOLAS, and MLC.
Strong understanding of ISO 9001, ISO 14001, and ISO 45001 standards and their application in the maritime industry.
Familiarity with vetting inspection regimes (e.g., SIRE, CDI, PSC).
Knowledge of risk assessment methodologies and incident investigation techniques.
